More Security Thanks to Digital Counting of People

The Münchener Sicherheitskonferenz (Munich Security Conference, abbr. MSC) is the world's leading forum for debates on international security policy. It has been held since 1963, traditionally at the Hotel Bayerischer Hof in Munich. Numerous high-level decision-makers, including heads of state and government, ministers, representatives of organizations and prominent opinion leaders attended the conference from 18th to 20th February 2022. Among them were Olaf Scholz and Annalena Baerbock, António Guterres, Ursula von der Leyen, Jens Stoltenberg, Kamala D. Harris, Antony Blinken and Volodymyr Selenskyj.

In order to ensure the health and safety of the guests and to comply with the applicable hygiene regulations, the number of people present at the Bayrischer Hof was limited. In order not to exceed the maximum permitted number of people, the Munich Security Conference Foundation commissioned Telekom MMS to digitally record the number of people in the building. The ten entrances were monitored with camera sensors and the current number of people displayed in real time on the tablets of the security service.

Requirements

Security in an (Almost) Full House

After a year of interruption, the Munich Security Conference in 2022 was again held exclusively in attendance. The accompanying circumstances were challenging: the Covid-19 pandemic still dominated public life with high incidences; testing, wearing protective masks and keeping distances were daily routine. The safety requirements during MSC 2022 were correspondingly high in order not to expose the participants to any health risks. As a result, fewer guests and media representatives as well as smaller delegations were admitted than usual. The main criterion of the hygiene concept approved by the Health Office was a maximum permissible number of people in the building. To meet these requirements, MSC commissioned Telekom MMS to install a solution that digitally monitors the ten inputs. Another requirement was that the number of people in the building should be available to security personnel at the entrances in real time to decide if more people could enter the building – and if so, how many. The collected data should also be stored in compliance with the data protection regulations, in order to be able to provide information to the health authority at a later date, for example.

Since the authorities had only approved the event four weeks before, the experts at Telekom MMS had only two weeks between commissioning and implementation of the Smart Spaces solution – in compliance with the hygiene regulations in force at that time in the event of high Corona incidence.

Solution

Traffic light regulates access to the conference venue

The Telekom MMS team installed special cameras in the ten entrances to be monitored. These generated a virtual count line, which was used to record whether a person was moving in or out of the building. The individual camera sensors were wired via Ethernet and connected to the Smart Spaces platform via the Internet. The data exchange between the sensors and the Microsoft Azure IoT Hub took place using MQTT technology.

The IoT hub processed the received data according to the configured evaluation logic and prepared it for display. The visualization took place on a website, on which the number of people currently in the building and the maximum permitted number of people were displayed. The respective workload was shown in the three levels green/yellow/red security personnel who could call the data on small tablets.

Maximum Number of Persons Allowed Respected Without Effort

The digital counting of people in the entrances allowed the organizer of the MSC to measure the number of people in the building in real time. The fact that the respective number of persons could be viewed centrally ensured greater accuracy and provided the security personnel with quicker options for action.

This relieved the organizer enormously and simplifies compliance with hygiene regulations - and this with significantly less staff than with manual counting. It was also possible to prove to the health office that the maximum permitted number of people in the building had always been observed afterwards without any problems and without complications.

The digital census also conveyed to the conference participants that their security was taken care of, and at the same time demonstrated that the MSC Foundation is actively engaged in digitization.

The Stiftung Münchner Sicherheitskonferenz gemeinnützige GmbH organizes the eponymous event every year in February. The guests include presidents, top politicians, ambassadors, high-ranking military personnel, security experts, representatives of international organisations, academia and business. The security conference is organized privately and is not an official government event. It serves exclusively for discussion among the participants, who also use it for discreet background discussions. Many of these more than 100 meetings are co-organised with NGOs, including Transparency International, Greenpeace and Amnesty International.
